The bookmarks inside the ‘Mobile bookmarks’ folder can be moved to any other folder but the Mobile bookmarks’ folder itself cannot be moved. This is a limitation of Chrome itself since it needs to find the Mobile bookmarks folder in a particular place in order for it to sync bookmarks.
