When you have downloaded the Troubleshooter’s cab file, then tap on it in order to run it. I prefer to click on Advanced and then always opt to see and then choose the issues I want to fix. Tap on Next to start the scan.

When the scan is completed you will then be presented with a list of issues that may avoid your Microsoft Account from operating correctly. Sync settings problems if any will also be addressed as well. Tapping on Next will fix the present issues automatically as well.
